University System of Maryland (USM) Langenberg Legacy Fellowship
The USM is committed to civic education and civic engagement, and the Langenberg Legacy is a grant program that supports this priority by funding student-led projects dedicated to civic engagement. The Langenberg Legacy evolved out of the Langenberg Lecture and Award program, which was originally established to honor former USM Chancellor Donald N. Langenberg on his retirement in 2002. The existential threats of our time include wealth inequality, the climate crisis, voter suppression, and widespread disinformation campaigns, among others. Students are invited to propose projects that aim to combat these threats on a small scale, promoting justice within their university community. USM encourages participation from students representing a diversity of backgrounds and perspectives.
Project:
- Projects must take place on campus or within the campus community.
- Projects are action-oriented. You are welcome to include a research component in your project, but you must include an activity (e.g., event, lecture, panel discussion, volunteering).
- Projects must involve a faculty or staff sponsor. As part of the application process, you are responsible for finding a faculty or staff member on campus to act as your sponsor to assist in project implementation.
Program Benefits: - Fellows will receive a $1,000 stipend at the beginning of the project and $500 at the end of the project, following completion of all program requirements. Fellows will also be invited to participate in community-building activities hosted by the USM during the coming year, such as networking meet-and-greets, professional development webinars, and events to recognize Fellows and their work.
- Faculty or staff sponsors receive $500 at the end of the project.
Program Requirements: - Complete and submit your application by the deadline (see Application Questions and Application Submission sections below)
- Find a faculty/staff sponsor to write you a letter of recommendation by the deadline for applications and advise you on your proposed project
Complete a final report after completing your project. The report should include a brief description of the project and a personal reflection on how the project impacted you and the campus community. (1,000 word maximum)
Each year, FSU can submit one student nomination to the USM Langenberg Legacy Fellowship. Applicants can be undergraduate or graduate students and must be planning to attend Frostburg State University for the full 2024-2025 Academic Year. If you are interested in being nominated, please APPLY HERE.

Global Civic Leaders
Frostburg State University is one of only ten universities in the country selected to participate in this national Global Civic Literacy initiative. Each Spring students may apply to serve as Global Civic Leaders. Those selected will have the opportunity to:
- Increase your global awareness by accessing the WORLD 101 resources made available by the Council on Foreign Relations
- Develop your skills and capacities to be global leaders (using Frostburg’s Leadership Competency Model as a guide): to approach issues with intellectual humility, compassion, with respect for science, and the understanding that we must build bridges across our differences
- Work on projects that reflect the differences you want to make for our campus, our community, and the globe. You will be invited to develop new initiatives of your own or highlight how others are creating a brighter future for every person on the planet
Celebrate (or perhaps create) works of art– photographs, paintings, posters, documentaries, spoken words, music, and more – that capture the hopes and dreams of today’s youth.

Transform Mid-Atlantic (TMA) Civic Fellowship (Regional)
This fellowship offers students in the TMA service region high-impact opportunities to develop their leadership skills and understanding of civic and community engagement so that they may better serve as leaders in their communities and collectively create solutions to our region’s most urgent problems. Fellows participate in monthly sessions that feature guest speakers, regular reflections, a capstone project, and an in-person end-of-fellowship retreat.
